wayglass propose
Classify the change and let policy decide (exit 3 blocked, 4 needs a human).
Classifies the pushed change locally against .wayglass/policy.yaml as a preview, then sends it to the Worker, whose decision is authoritative. Exit codes: 0 may land (auto_merge, agent_review), 3 blocked, 4 a person must act (human_approve, multi_approve, quarantine).
